2008 the federal government announced the Energy Efficient Homes Package, part of which was the Homeowner Insulation Program. The Homeowner Insulation scheme was introduced by the federal government in response to the global financial crises. The roll out of the scheme was the responsibility of the Department of the Environment, Water, Heritage and the Arts (DEWHA). DEWHA requested a roll out time frame of 5 years. “However, a five–year rollout was not accepted by the Government as it did not meet the stimulus objective of the program.”(1 p.32)
